Starting this month, PA will begin issuing temporary id cards to new drivers/residents (more info). The temporary cards will automatically be replaced with the permanent equivalent once the state has completed their additional verification steps.

Do other states have similar programs? If so, how do you address the temporary cards in your CIP?

I'm leaning toward allowing them at account opening, but requiring that the customer provide the permanent id within 30 days.

Any thoughts?

We accepted the paper license along with another photo ID (out-of-state DL, passport, military ID, etc). The paper DLs in Texas have the same number that the permanent DLs will have. If you can use another gov't issued document to verify they are who they say they are, you should be alright.

Tracking the accounts with a paper license vs. a picture license will prove to be difficult if not impossible. Other than keeping an excel log to manually track them, I don't know how to track it.

Side note: I sure am jealous of you up there in PA...I used to live NW of Philly (Collegeville/Blue Bell) and miss the fall terribly. I was wearing short sleeves last Christmas down here - just doesn't feel right!

Oh wow, I just looked at your link...PA temporary IDs will have a picture on it - that's cool. Our's just have the name, address, DL #, etc. With the facial recognition software the DMV is using, that should cut down on fraud. You might be alright just using the temporary DL to open accounts without anything else.

Wow is right. We just have a piece of paper (which we only use if they have an expired DL & had to renew it).

I would LOVE to have a system here in CA that PA has.

& Milby - I'm from Northern MN ... t-shirts at Christmas is NOT right at all :o(

Milby- Collegville and Blue Bell are not far from me- I'm in upper Bucks County.

Since we already accept out of state id, passports, and military id, I'm not overly concerned with someone who presents one of these along with their temporary PA dl.

My reasoning for wanting to follow up on someone who only has a temp id is to ensure that they did indeed 'pass' the facial recognition step. Of course, most of these customers will be teenagers getting their first DL, and I don't expect much of an issue with them. It's the adult that can't produce a permanent id after the temp has expired that will raise the red flags.
