As we're discussing this over on the Cooler forum, can anyone here cite the "3 Day Rule" that requires banks to not be closed for 3 days, in the example of why are we working on a national day of mourning?

There is no such rule. The OCC even announced today that if the governor of the State in which the National Bank operates has declared it a legal State holiday, the National Bank is allowed to close.

PROCLAMATION
Pursuant to 12 U.S.C. 95(b)(1), national banking associations are authorized, at their discretion, to close offices on Tuesday, January 2, 2007, in any State in which the governor or other authorized State official has declared a legal holiday in recognition of the National Day of Mourning for President Gerald Ford.
Dated this twenty-ninth day of December, 2006.

ricarey...my bank is regulated by the FDIC. Do you know if they issued an edict allowing banks to close today in observance of the day of mourning?

Since you are regulated by the FDIC - you are a State bank and your State would make that decision.
