Are all deposits income for a loan?

If the borrower receives funds as the rep payee for his disabled brothers, can that money be counted as income for the borrower when completing underwriting?
Answer: 

It should not. Those funds are entrusted to the rep payee to provide funds for the disabled beneficiary, and should not ordinarily be counted as funds available for the borrower to use in paying a loan.
