Outside Lockbox with Bank Key Inside

Is this the normal lockbox situation where every fire truck has a key on it? If so how much security do you have when every fireman can gain access to your building?
Answer: 

When I have encountered this situation, I have asked the local fire department to accept the liability for having access to the bank. When you very diplomatically explain what they could be liable for, suddenly they have other tools to open the door. In major metropolitan areas, Knox-boxes are required by local laws. These have a tamper switch connected to your alarm system.
