Unfortunately, there is no prohibition on the use of the words "cashier's check" by non-banks. But it is only a label.
Check (pun intended) the signature line on the check. If it indicates the check is being signed by a bank (you'll see the name of the bank above or below the signature line), it's a cashier's check even if it also shows the name of the tax service on the check. However, if the only place a bank is identified on the check is the typical naming of the drawee/paying bank, you can treat the check as an "other" check, regardless of the "cashier's check" label.

If the item said "3 Pound Pig" across the top would that make it a 3 Pound Pig? If it does not meet the definition of a cashiers check, then it's not a cashiers check.
I once called a drawee bank to ask why they allowed their customer to do this and they hung up on me half way through the question (before the part where I was going to tell them they were incompetent). Apparently, I wasn't the first caller.
