Answer:
This seemed to be on the fast track and in my opinion, didn't have a lot of concern for the bankers comment letters when the comment period ended. But there were some politicians who wanted the reins pulled in a bit on this and it slowed. I believe HUD also lost some of its backers.
The bottom line is that it hasn't really gone any where that I have read of.
