It happened in California...

A convicted bank robber sued the city of Oakland and the bank he robbed for $2 million, claiming he suffered excruciating pain when a bundle of stolen cash, containing a dye pack, exploded in his pants. He is claiming "cruel and unusual punishment." (Note from editor-sounds like poetic justice!)
