Who Comments If You Don't

The bank regulatory agencies received only 138 comment letters in response to the proposed flood regulations. Of those comments, 66 (less than half) were from banks or bank holding companies. The other comments came from trade associations, law firms, other types of lenders, and other regulators, including FEMA.
