If I have sent repeated letters to a customer stating that they have violated the Reg D withdrawal limitations, and informed them that their account would be changed as of a certain day, am I ok to change the account without signatures on a sig card?

Yes, be sure to mail new account disclosures, particuarly if this is a consumer.
