Customer brings in prepaid card issued with no name embossed on the card. Customer does have letter from large tax preparation company that is addressed to him, along with a PIN # for the card. Requests cash advance. Sum is considerably more than is typical for customer.

Seeking input on how bank can minimize its risk here in terms of if the card shouldn't have been sent to this consumer, turns out consumer was not entitled to such a large tax refund, etc. The funds being deposited to the account would actually be cash so is it possible to place a Reg CC hold (illogical) even though what we're questioning is the validity of the access device. Appreciate any guidance peers can offer to ensure we're prepared and don't get burned. Thanks.

Risks will be determined by the card issuer rules.

H&R Block Emerald Card, which appears to be issued by MasterCard

If you are a Mastercard merchant, not sure how you can do any of that on a prepaid card. Whether they were entitled for that large of a tax refund is between them and the IRS and not you, if the person standing there is presenting a perfectly legitimate card.

I see it is time to resurect the Super Duper Everything You Need to Know About Cash Advances thread.

The Reg CC question is a new one. No, you cannot place Reg CC holds on a cash advance. A cash advance is not a check.
