The lending part of the ISB test is same as the small bank test. So, no, you do not have to achieve "satisfactory" (actually, we call it "meets the standard" in examinerdom) in each and every category to get an overall Satisfactory rating in ISB lending.
There was a Q&A about this in the July 2001 CRA Qs & As put out by the regulators. It said that exceptionally strong performance in some aspects of a particular rating profile may compensate for weak performance in others. This allows us to consider a bank's performance context in arriving at the rating.
Having said all of that, though, the borrower distribution criterion is, generally, the most important of the five criteria. It would be difficult, although not impossible, for performance in the other criteria to out weigh poor performance in the borrower distribution. AR.
