Tom is correct that it has nothing to do with Article 9, but to answer your question, it is not new.

See the NACHA ACH Operating Rules, Appendix 8, Rule Compliance Audit Requirements. NACHA generally has several publications available to help you do the audit. You are down to the wire right now.
