Russia-related designations and general license; Global Magnitsky designation

OFAC has posted a Notice that it has issued Russia-related General License 78, "Authorizing Limited Safety and Environmental Transactions Involving Certain Persons or Vessels Blocked on December 1, 2023."

Additionally, OFAC updated its Specially Designated Nationals and Blocked Persons List, adding three entities and three vessels.
