April 29, 2004--Libyan General LicenseUnder a Libyan General License which becomes effective 4/29/04, most prospective transactions with Libya are authorized.Libyan property and interest in property that were blocked prior to 4/29/04 must remain blocked unless there is a specific license or other authorization for their release.New transactions involving LIBYA entries on the SND list no longer need to be interdicted.LIBYA entries on the SDN list have been removed.The text of the General License can be found here.
