ACH Return Transaction Using Code R23

For an ACH transaction we (RDFI) have received, we believe a third party made the payment to an account and we (as RDFI) would like to return it. May we return it using the return code R23? R23 description sounds as if the recipient account holder should return the transaction.
Answer: 

The R23 return code is used when the Receiver has refused a credit entry (for whatever reason). It's not designed for the RDFI to use when it thinks at wants to reject a credit entry.

When you say you "believe a third party made the payment," do you think there's something wrong with the transaction? Without more information, I can't suggest how you should (or can) proceed.
