Appraisal reports and multiple values

My appraiser has indicated they can’t include an “As is” value in the same report as a “Subject to” value. He is saying it is a USPAP violation. Is this correct?
Answer: 

USPAP does NOT prevent inclusion of multiple values in a single appraisal report. Furthermore, the Interagency Guidelines discuss the need for an “As Is” value in reports. These requirements will be discussed further in the program.
