ATR and Verifying Employment with Pay Stubs

We are having a debate regarding ATR and verifying employment with pay stubs. The reg states you may use third party records and the definition of a third party in the regs state a document or other record prepared or reviewed by an appropriate person. Is using the most current pay stubs acceptable as verifying employment?
Answer: 

No. If I showed you my pay stub received on the 15th of last month, it only proves I was paid then and the amount. In a sense it verifies employment for that period, but not necessarily for today. Worse yet, what if the only pay stub I had was from 3 months ago? You are seeking something more current and typically you want to know how long the applicant is employed, etc. So there may be more that you want than is on a pay stub.
