I have a customer who is deceased and her card was used after her death. Who is liable for these transactions? If it is the bank, who would sign the dispute forms?
Answer: 

On the case of an individual account, VISA/MasterCard Zero Liability protections would still cover the estate even if Reg E no longer applies since the consumer is deceased. Any claim of unauthorized activity would be made by the personal representative of the estate. If the account in question was a joint account, the surviving owner could still make a claim and be afforded protections of Reg E in addition to VISA/MasterCard Zero Liability.
