Changing from ATM Cards to Debit Cards

If an authorized signer on an account already has an ATM card, can we automatically issue them a debit card? Can an authorized signer come and order a debit card, or would the owner of the account have to come order it for the authorized signer?
Answer: 

In most cases I have seen, the ATM card is more limiting than a debit card, but the authorized signer has access to the account through many avenues including an access device such as, checks and over the counter transfers. You aren't increasing access to the funds that the authorized signer already has access to, so using a prudent card replacement procedure is all that is warranted.
