Credit Card Apps at Bank Festival Booth

There is a festival in town and our bank will have a booth. Is there any reason why we cannot put out credit card applications for anyone to pick up when they stop by the booth? It will not be tied to anything, They don't have to open an account.

If the application is provided there will also be required disclosures. You may have this already assembled as a "take-one" setup and the booth would be no different than having them at a retail store available for the public. Look at .60(e) in the link below for the specifics.
