Answer:
The criminals favor elderly people as they have little chance for prosecution. When a senior citizen is victimized the local District Attorney may not take the case. The reason? A senior citizen experiencing dementia, or limited mental ability may not be up to handling the court system, and that can stop prosecution. Instead of going to court the criminal may find they get a reduced sentence to plead guilty. Another tactic is for the defense attorney to delay the case until after the senior citizen has passed.
