What is the difference between an enforcement action and a consent decree?
Answer: 

Enforcement action is a broad term. An enforcement action can include, for example a cease and desist order, a removal orders or a civil monetary penalty. A consent order is an enforcement action agreed to by the financial institution rather than being enforced by the courts.
