Answer:
I have emailed the FDIC asking essentially the same question, but have not yet received a response. I have to assume that breaking the text into two lines would be the only alternative to maintain the prescribed size (12.8 px). The only other way I could envision it done is to render the page in landscape mode but users don't normally hold their phones that way and most bank apps I have seen don't allow their screens to use landscape orientation.
