The logo never has to appear in advertising. The official FDIC sign at your teller stations has a requirement for the FDIC graphic, but advertising rules never require more than a simple two-word statement: Member FDIC.
Whether the appearance of your bank's name on the organization's banner can be viewed as an ad is debatable, and whether the appearance of only your name, with nothing else about the bank, triggers the need for the "membership statement" is a gray area, in my opinion. However, no one could fault the bank for including those "two little words" tucked neatly under your bank's name.
