Does this qualify for a CTR exception?

We've classified a 501(c) nonprofit organization as a phase I government entity because it receives public funds. We have not filed any CTRs because of this. We've had questions about it, does this not qualify as a government entity as stated in 31 CFR 1020.315?
Answer: 

A lot of 501(c) organizations might receive public funds in one form or another. That does not mean the 501(c) organization is a department or agency of the United States, of any State, or of any political subdivision of any State.
