What are some resources for creating police response and hostage/kidnapping policies?

Kidnap and hostage situations are rare in banking, still they do happen. One excellent place to obtain information on policies for these situations is with your insurance carrier. They can provide you with excellent information. The second place is your local law enforcement and FBI as in many of these situations the bureau will be handling the situation and no two areas of the country maybe handling these the same way.

State Dept’s Overseas Security Advisory Council (OSAC). Lots of good information focusing on kidnap prevention overseas.

This guide is for local, state, and federal law enforcement officers who are called upon to respond to the unlawful removal or retention of a child outside of the United States. It suggests ways to prevent child kidnapping and discusses the applicable law and legal remedies both as to the return of children and any investigation or prosecution of abducting or retaining parents. The guide describes the role of law enforcement as the initial responder and investigator and offers strategies for the reunification and recovery of children as well as the criminal pursuit of offending parents.
