I have a customer from Sweden that wants to open an account here. He does not have a green card or SS# but he visits here often 3-5x per year. How do I open an account for him?
Answer: 

There's no legal constraint that prevents you from opening such an account. If your bank's CIP process permits the use of identity documents that this individual can present, you can proceed. Typically, he or she will have a passport, and may or may not have a visa (many if not most Swedish citizens qualify for visa-waiver status if traveling for business or tourism). If the account will bear interest, the customer will have to complete the appropriate W-8 form, and you will report interest using form 1042S. If no interest will be paid, no W-8 is required.

Essentially, whether you can open this account depends on your bank's policy and procedures relating to opening accounts for foreign nationals.
