First, have better procedures that prevent anyone from being locked in any of your vaults. They should be inspected prior to be secured.

You'd need to be concerned with communication, so have a telephone available. Cameras should provide you a visual look of what is happening in the vault as well. What are the needs of anyone inside, are there medical complications to address? That can influence your actions. Your bank should have a locksmith familiar with your security. They should be able to start the process of releasing anyone caught inside. If you have any kind of a "pass through" think about food and water. Plastic bags can be stored in the vault that could provide protection from the environment. These bags can also assist if bodily functions are necessary. After the release, an audit should be done for a current cash count.
