Mobile Home with No Land: RESPA?

Does a primary residence mobile home loan with no land, fall under RESPA and Reg Z? We are getting conflicting information.
Answer: 

RESPA would not apply (no dirt), but Reg Z would, if it's a consumer purpose loan.
