When paying by Credit Card, (not debit card) at [Pharmacy Store Name Withheld] in San Diego the clerk said the management tells them "they DO NOT need to view the ID of the purchaser. They have an agreement with the credit card company." Is this possible? There are actually lots of places where no one checks ID on signed transactions. How can we start a campaign to make the merchants more responsible? Obviously they know the banks will take the loss no matter what they do.

The clerk is right. They have no liability and the credit card companies want the purchaser to have no hassles when using the CC.

How can you start a campaign? Good question. This isn't new. I believe the CC companies are in the driver's seat and unless someone comes up with a better product for the consumer. Unfortunately, your only defense for now is to not put the Visa or MC logos on your cards. Then you don't have to play by their rules. Acceptance though, would be another issue.
