Question: 
The customer, who was born and raised just down the street from our bank, refuses to provide his Social Security number. What should we do?
Answer: 

Refuse to open the account. He can believe what he wants to believe, but you have certain non-negotiable duties under federal law and obtaining an identifying number (which, for a U.S. person is their SSN) is one of them.
