Is provisional credit required within 48 hours for a consumer dispute? Such as merchandise not rec, etc.
Answer: 

No. Provisional is never required before 10 business days under Reg E. Separately, merchandise not received is an issue for MC/V rules, but as noted, Reg E’s concern is “did you authorize the transaction?” If yes, the dispute the consumer has is with the merchant sending the product, not the bank executing the transfer order in accordance with the consumers directive.
