Policy Prohibiting Cash Exchanges between Tellers

I recently noted in an audit report that the bank has no policy that prohibits cash exchanges between tellers. Management's response was, since there is very little risk involved no policy is needed. What's your opinion?
Answer: 

Why wouldn't you let your tellers exchange cash? It happened at every bank I ever worked in. If they need 20's with a customer standing there - are you making them go to the vault teller? It doesn't support very good customer service or efficiency.
