Recourse Options w/Merchants for Card Compromises

We have had a large number of card compromises, MasterCard. Transactions conducted as credit/signature transactions. What recourse do we have with the Merchants who accepted these cards to begin with?
Answer: 

All MasterCard Issuers are required to report fraud to the System for Avoiding Fraud Effectively (SAFE). In the event that MasterCard determines that a Member is responsible for an Account Data Compromise Event, MasterCard will make the determination if any Issuer reimbursement in warranted based on the number of cards compromised and the amount of counterfeit losses reported to SAFE. MasterCard outlines this process in chapter 10 of its Security Rules and Procedures Manual. A public version of the manual is available on this website.
