Can banks refuse to make loans to foreign persons (resident aliens, nonresident aliens, etc.)?
Answer: 

The Equal Credit Opportunity Act prohibits you from discriminating in any aspect of credit on the basis of race or national origin. However, you can require borrowers to be citizens without running afoul of the prohibition.
