Answer:
First, you can’t delay the start of your investigation process. There just isn’t time with calendar restraints. But one of your first questions should be "who else on this account might have made these withdrawals?" If it was another accountholder who did this, the claim should be denied as an authorized transaction. Often this is where the withdrawal notice will come in when the claimant realizes it was a joint accountholder.
