No. While the ACH Rules do try to account for many types of return situations, they can’t possibly cover everything. Sometimes it’s up to the bank to make a decision about how to proceed. The ACH Rules expect a bank to select a return reason that best suits the situation. At times, consumers expect return rights or expect your bank to make them whole when you have no obligation, or method, to help them. And of course, you must balance the ACH Rules and Regulation E.
