If a merchant rebuts an EFT dispute and provides evidence that merchandise was shipped to the consumer's physical address, is it OK to revoke provisional credit?
Answer: 

If your investigation determines that your cardholder authorized the charge, you may deny the claim and revoke provisional credit. Remember, that merchandise being shipped to your cardholder's address may not prove that the cardholder authorized the charge. Your investigation may uncover that a member of their household stole the card and ordered the merchandise. Although this would provide a suspect to pursue to recover the funds, it would still be a valid claim and you would have to find in your customer's favor.
