Telephone and in-person loan interviews

Question: 
A customer applied by telephone but dropped off related paperwork at a branch. Should we treat that event as a face to face application?
Answer: 

The answer will depend upon what occurred when the paperwork was dropped off. Did a staff member of the financial institution sit down with the applicant to discuss any questions or to review the paperwork or did they merely hand the materials to someone with a comment like “Give this to Mary Smith, please”? A sit-down session to review information and answer questions would be a face to face meeting, dropping papers on a desk would not.
