TIL: Counting The Days

The question always comes up for the early TIL as to how to count the three days. Everything says "within three days". Do you count the day of signing? Can you clarify?

Answer:

Today is Monday. Count Tuesday, Wednesday and Thursday. Disclosures are required to be delivered by Thursday.

Saturday and Sunday will usually not count if you do not have substantially all your departments open. Since most back room operations are off, those days do not count.
