What does the 60 day time frame apply to? Do you start counting back from the last transaction 60 days if the rule applies?

If the question is regarding timely notice for reporting an error under Reg E, then no you do not start counting backwards from the last transaction date. You begin counting forward 60 days from the date you make the statement available where the first disputed charge appears.

As an example, the customer's first disputed transaction occurs on August 15th, and their statements are mailed on the 25th of each month. The customer could be held fully liable for transactions that occur more than 60 days after August 25th (which would be October 24th.)
