Which States Prohibit Credit Cards as ID for CIP?

The question I have is in regard to CIP. For a new account you have to obtain identification such as drivers license w/photo. But can you accept a major credit card? I thought I understood that some states prohibit the use of a credit card for identification. What states prohibit this?
Answer: 

I have never heard of a State specifically outlawing the use of a credit card as a form of identification; however, showing a credit card does not really provide much value as an instrument to establish a person's identity and would not an acceptable document in most bank's CIP identification programs
