Can you explain why businesses are not allowed to have NOW accounts?
Answer: 

It is really a moot point now that you can offer interest bearing DDA accounts to anyone and you would have to go back the 1970s to find the answer. Since the 1930s there had been a ban on paying interest on demand deposits. That was challenged in the New England area in the 1970s with the development of the NOW account by certain States (which did not ban offering them to businesses). It wasn't allowed nationally until 1980. Why Congress made the decision to limit ownership would take some research and is probably a great subject for a thesis paper.
