There may be state labor laws that will address your question more specifically.

In general, an employer can establish an employee's schedule based on the convenience of the employer. A bank has challenging scheduling needs as it tries to maintain extended hours for customer convenience, and to have adequate staffing at peak business hours. Of course, if the employee has special concerns, such as day care, etc., the employee should negotiate whatever stable schedule he or she is able to get.

There are clearly problems for an employee if an employer changes schedules all the time. Unless the employer is doing so to harass the employee for some illegal reason, I see no alternative for the unhappy employee than to look elsewhere for a job.
