  • Greenspan Says Aging Population Impacts Global Economies

    Chairman Greenspan told the participants in a symposium in Jackson Hole, Wyoming sponsored by the Kansas City FRB that the economic implications of population aging will have a less dramatic impact on the US than that projected for other countries. He noted, however, that the effect of the expected doubling of the over-65 age category by 2035 could substantially increase budget deficits and reduce federal savings unless actions are taken.   • Forty-Five CRA Ratings Released

    The OCC has released the CRA ratings for forty-five national banks that were examined for CRA compliance in July and August 2004. Eight of the banks received an outstanding rating, with thirty-seven were deemed satisfactory. None were rated needs to improve or substantial nincompliance. CRA

  • FDIC Seeks Additional CRA Comments

    The FDIC previously sought comments regarding a proposed rule that would increase the small institution threshold to $500 million from $250 million. After reviewing the more than 900 comment letters received, the FDIC decided to issue a new proposal and solicit additional comments on the impact of changing the definition of a small institution to include those with total assets of up to $1 billion, regardless of holding company affiliation.   • September HOEPA Reference Rates

    The Federal Reserve has posted the new reference rates which lenders must use to determine if loans for which applications are received in September 2004 will be subject to HOEPA under the APR trigger test. Use the FRB H.15 to find applicable release which lists the Treasury Security with the same maturity term as your loan. To make the calculation, you use the yield in effect on the 15th of the month that precedes the month you received the application.     Six federal regulatory agencies have filed an amicus curiae brief in support of an appeal of a California Federal District Court decision upholding provisions of a California law that impose restrictions on the sharing of a customer’s information between a financial institution and its affiliates.
