Counter Terrorism and Kingpin Act designations

Treasury has designated Carlos Arnoldo Lobo (a.k.a. "El Negro Lobo") under the Foreign Narcotics Kingpin Designation Act (Kingpin Act) for his significant role in international narcotics trafficking. As a result of Treasury's action, all property and interests in property in the United States or in the possession or control of U.S. persons in which Lobo has an interest is blocked, and U.S. persons are generally prohibited from engaging in transactions with him.
