Handling a VISA debit card claim

Question: 
If a customer places an order online with a VISA debit card, but never receives their merchandise, do we have to investigate?
Answer: 

Non-receipt of merchandise cannot form the basis for a Reg E claim, but as a VISA issuer you still have a contractual obligation to attempt to assist the cardholder. The chargeback process can be used to help recover the cardholder’s money.
