Is there Tennessee State regulation that controls what is ok to do and not ok to do in regards to negative amortization?

Review the following:
47-28-109. Increases or advances exceeding contract limits or not covered by contract. —

This is the only thing I could find in TN Code that even mentions neg. am.

I tried to search for 47-28-109 and couldn't find it, do you have a link that you could give me?
