How should we set up accounts when the customer is receiving social security for a child and the checks read "John Doe for Susie Doe?" Since the money really belongs to the minor (Susie Doe in this example) shouldn't the account be set up in the minor's social security number even though the adult is the only one with transaction authority?

This sounds like it would be a representative payee account. The minor's SSN will be used for information reporting. CIP will be on the representative payee. Whether or not a debit or atm card is ordered for the rep payee is a business decision. Many FI do not allow cards to be ordered on accounts with fiduciaries. It is easy to accidently give access to the beneficiary by accidently ordering the beneficiary a card.

Account titling could read like

Jane Doe Rep Payee
F/B/O Bobby Minor Beneficiary

Only checks made payable to the rep payee F/B/O the beneficiary should be permitted to be deposited into the account, not the rep payee's funds.The beneficiary is the owner of the account and the funds in the account.

There would not be POD beneficiaries listed on this type of account. If the minor passes the funds would not be accessible to the rep payee and become part of the minor's estate.
