Suggestions based on our 15 years' experience working with about 600 banks:
Establish CRA Officer Position
Collect all CRA pertinent loan records with the required fields of information (and consider voluntarily reporting the data annually to maintain elective to be examined as a large bank
Create CRA Committee that meets quarterly with regular agenda to review performance and data integrity
Establish CRA performance goals based on performance standards pertinent to your performance context (i.e., get community demographics and local credit market data and compute performance standards like examiners do for CRA PE)
Develop or purchase CRA data entry guide to assure consistent data entry
Reconcile to Call Report small bus coded records quarterly
Report to the Board at least once per year
Review AA delineation at least once per year
Review public file content and certify it is up to date and accurate every April 1 and place your certification statement in public file
